Dr Ban ki Moon, Secretary General UN must read the impassioned letter of Dr Awatar Singh Sekhon dispassionately and sympathatically. He and the community of Sikhs living in India and in exile are among the sufferers of Indian autocratic rule. He shows the true face of India which the UN, the US and the western world refuses to see and ignores its worst human rights abuses against all the minorities living in India. This discrimination makes the august UN controversial. To develop faith in this organization, you must act and restrain Indian security forces from indulging in wanton massacre of Indian Muslims, Sikhs, Chistians, Dalits and others. I am writing this 'Open Letter' in response to your statement entitled "

India taking necessary measures to protect human rights: Ban Ki-moon, appeared in The Economic Times - "an hour ago", as stated by Mr S J Singh Rana in the mail received on 18th December, 2010 at 22:51 hrs.

Sir Ki-Mon, taking a great notice of the statement prepared for you by some of your assistant(s), it seems that "India is enjoying unnecessary advantage of your statement, as the writer perceives it." India did not exist as a sovereign nation until 14th August 1947, it existed first as the 'British Trade Company and later as the British India Empire’ up until the British ruler granted their slaves independence to predominantly, divisive, apartheid practicing groups of the Hindu-Brahmins. The ‘unelected'Brahmins-Hindus' clique of these people was handed over the political power, on a platter, on 15th August 1947. Then it became the 'Brahmins-Hindus' alleged Indian state, hereafter called the 'Incorporation', which did not include 'The Sikh Raj or Sikh Nation, PUNJAB, the first 'Sovereign and Secular nation' of a Sikh Monarch Ranjit Singh, 1799 to 14th March, 1849, of South Asia (The Sikhs: Sovereignty To Slavery by Dr Awatar Singh Sekhon ISBN 0-978-0-9811360, August 2010, a publication of The Sikh Educational Trust; International Journal of Sikh Affair 20(2), November Issue, 2010 ISSN 1481-5435. The Sikhs of the sovereign Sikh nation, Punjab, became an "annexed" territory of the British Empire, and it must be noted that the Sikhs of their Sikh Nation, Punjab, (now stands as the Sikh Raj. It must be noted that PUNJAB under the occupation of the Incorporation, since 15th August 1947, and Punjab of the Islamic Republic of Pakistan, since 14th August 1947), were never the part of the 'British India Empire'. The Empire which ruled more than 500 Muslims/Mughal and Hindu kingdoms, as against the "annexed, but not amalgamated" Sikh Nation, Punjab, had been under the administration of the British Empire (from England), for the administrative purpose only. Further, none of the 500 kingdoms ruled by the British India Empire had been 'sovereign and secular', as these Hindu kingdom were '"subservient" to the Afghans, Sikhs, Mughals, British, Portuguese, etc., for more than 3,500 years.

After being ‘subservient’ for more than 3,500 years (see above) and becoming a sovereign state in the world history only on 15th August, 1947, the apartheid practicing, divisive and deceitful ‘Brahmins-Hindus’ swallowed the basic human rights of the Sikhs, the 5th largest religion of the world (25 Years After 1984 Assault on Durbar Sahib Laying the Foundation of Khalistan (ed) Dr Awatar Singh Sekhon ISBN0-9548929-4-1, June 2009, a publication of the London Institute of South Asiawww.lisauk.com.

With regard to your statement, “India taking necessary measures to protect human rights,” I would precisely like to say the following in order to rectify the historical facts of the Incorporation’s history, which is being distorted by the ‘Brahmins-Hindus’ masters, since 15th August, 1947, the day the ‘subservient’ unfortunately became the masters of the Incorporation:

The Sikh Nation, PUNJAB, of the first ‘sovereign and secular nation of South Asia’ were ‘swallowed’ as a nation, annexed to the British Empire, by the ‘Brahmins-Hindus-traders’ and ‘robbed’ the Sikhs, and made their slaves right after the independence of the ‘Brahmins-Hindus’ of the Incorporation.

Seven-week after the independence of the Incorporation, the “Sikhs were declared a law-less community and dangerous to the law-abiding, deceitful ‘Brahmins-Hindus’, and be dealt with firmness.

The Sikh Nation, PUNJAB (under the occupation of the Incorporation since 15th August, 1947), ‘rejected’ the Incorporation’s Indian Constitution 1950, in its draft and final forms, in 1948, 26th November, 1949, 1950 and the 6th September, 1966, in the Incorporation’s parliament, called Lok Sabha, by the Sikh Nation, Punjab’s elected Sikh representatives, because the Sikh religion was ‘swallowed’ by the ‘Brahmins-Hindus’ maters of the Incorporation. The Sikhs were called the ‘long-haired’ Hindus. The latter, i. e., the Hindus-Brahmins, are neither a ‘religion nor a culture’, according to numerous Hindu, academics, JL Nehru (the first prime minister of the Incorporation), and the Sikh academics Dr Sukhpreet Singh Udhoke, Dr Harjinder Singh Dilgeer, Sirdar Gurtej Singh, Professor of Sikhism, along with Sir VT Rajshekar, Editor in Chief, Dalit Voice. The Sikhs’ elected representatives who ‘rejected’ the Incorporation’s Constitution, in draft and final forms, were Sardar Hukam Singh, Sardar Bhupinder Singh Maan and Sirdar Kapur Singh, ICS, MP, MLA and the National Professor of Sikhism; these all three were the Sikh members of parliament and walked out, in protest, for the ‘Betrayals of the Brahmins-Hindus’ of the Hindus’ Congress party.

When the Sikh nation, PUNJAB, is under the ‘occupation of the masters of the Incorporation, their religion – the Sikh religion – has been swallowed, Sikhs have no ‘Constitutional right’, then under what rule of the Incorporation’s law, the Sikhs have been kept as ‘slaves and prisoners’ of the Incorporation, Sir Ben Ki-moon? Besides, the Sikhs’ religious and political institution, i. e., the Darbar Sahib Complex (mistakenly called the Golden Temple Complex), Amritsar (what it used to be the 1st Trading Centre during the “annexation” period of the British Empire, the Sikhs’ Supreme Seat of Polity and Gurdwaras are heavily infiltrated by the Incorporation’s intelligence services, e. g., Intelligence Bureau, Central Intelligence Department, Research and Analysis Wing, police personnel, etc. These all institutions are under the ‘Tight Control’ of the Incorporation.

Further, when the Sikhs have no ‘Constitution right’ in the Incorporation, then why the Sikhs living outside the Incorporation need ‘Incorporation’s Visa’ to visit their holy and historic Homeland, The Sikh nation, PUNJAB?

Since 15th August, 1947, the Incorporation alias the ‘Brahmins-Hindus’ India, is the largest democracy of our world, as termed by the stalwarts of the democratic institution and their news media (print, air and television) has killed the Sikhs, Muslims, Dalits, Tamils, Assamese, 7-sister of Assam, Adivaasis or Moolnivasis, Biharis, people of Orrisa state, citizens of the Internationally Disputed Areas of Jammu and Kashmir (IDAJL), etc., in several genocide, fake encounters, pogroms, together with rape, persecution, torture, never seen in the history of mankind:

The Sikhs: 3.2 to 3.4 million; Muslims, more than 500,000; Muslims of the IDAJK, more than 120,000, since 1988 (statistics may be confirmed from the Secretary General of the Kashmiri Diaspora yousafzai49@gmail.com; Christians, more than 312,500; Tamils, more than 12,000; Assamese and their 7-sister of Assam, more than 15,000; Dalits, tens of thousand (please confirm from www.dalitvoice.com and or Sir VT Rajshekar); Moolnivasis and/or Adivaasis, tens of thousand, etc.

NOTE: All these statistics have been provided, in several Memoranda, to the High Commissioner, Human Rights Council, Palace des Nations, Geneva, Switzerland, since 1999.

In 1984, the Incorporation waged an ‘Undeclared War’ on the Sikh Nation, PUNJAB (under the occupation of the Incorporation), in the form of a brutal military “Operation Bluestar” of June 1984, on the citizens of the Sikh Nation, killed more than 250,000 innocent Sikhs (infants, children, male and female folks, elderly), to ‘exterminate’ the Sikhs, who have no ‘Constitutional rights and human rights’, since 15th August, 1947.

There have been more than 10,000 Sikh prisoners in the high Security jails, without charges and trials since the days of an ‘Undeclared war’ on the Sikh Nation, PUNJAB. The times of the ‘Undeclared war’ on the Sikh Nation, Punjab, made the Sikh Nation like a ‘CONCENTRATION CAMP’ in open air in every village of the Sikh nation, PUNJAB, with no hygienic facilities and other amenities.

Sir Ben Ki-moon, you are requested to assess the Sikh situation and the situation of the non-Sikh and non-Brahmins-Hindus people, called ‘minorities’ and accepted by the office holders like yourself, Sir. The masters of the Incorporation have been misleading, Sir. For example, the Incorporation lump the Dalits in non-Brahmins-Hindus. The fact remains that out of a total population of over 1.2 billion, the Dalits are no less than 60-65%. Is Incorporation not lying and/or misleading?

According to certain cyber group and/or readership, “Would UN listen to the cries on HUMAN RIGHTS of innocent people and stop appeasing elite nations with their anti-human-rights agenda to suppress right to PEACE/JUSTICE/TRUTH/LIBERTY/DETERMINATION?”

Fabricating Terror

November 30, 2010 "Information Clearing House" -- Why does the FBI orchestrate fake terror plots?

The latest one snared Osman Mohamud, a Somali-American teenager in Portland, Oregon.
The Associated Press report by William Mall and Nedra Pickler (11-27-10) is headlined in Yahoo News:
“Somali-born teen plotted car-bombing in Oregon.â€

This is a misleading headline as the report makes it clear that it was a plot orchestrated by federal agents.
Two sentences into the news report we have this: “The bomb was an elaborate fake supplied by the
[FBI] agents and the public was never in danger, authorities said.â€

The teenager was supplied with a fake bomb and a fake detonator.

Three sentences later the reporters contradict the quoted authorities with a quote from Arthur Balizan, special agent in
charge of the FBI in Oregon: “The threat was very real.â€

The reporters then contradict Balizan: “White House spokesman Nick Shapiro said Saturday that
president Barack Obama was aware of the FBI operation before Friday’s arrest. Shapiro said
Obama was assured that the FBI was in full control of the operation and that the public was not in danger.â€

Then Shapiro contradicts himself by declaring: “The events of the past 24 hours underscore the necessity
of remaining vigilant against terrorism here and abroad.â€

The story arrives at its Kafka highpoint when President Obama thanks the FBI for its diligence in
saving us from the fake plot the FBI had fabricated.

After vacillating between whether they are reporting a real plot or a orchestrated one, the reporters finally come
down on the side of orchestration. Documents released by US Attorney Dwight Holton “show the sting
operation began in June.†Obviously, the targeted Portland teenager was not hot to trot. The FBI had to
work on him for six months. The reporters compare “the Portland sting†to the recent arrest in Virginia
of Faroque Ahmed who was ensnared in a “bombing plot that was a ruse conducted over the past six
months by federal officials.â€

Think about this. The FBI did a year’s work in order to convince two people to participate in fake plots.

If you are not too bright and some tough looking guys accost you and tell you that they are Al Qaeda and expect your help
in a terrorist operation, you might be afraid to say no, or you might be thrilled to be part of a blowback against an
American population that is indifferent to their government’s slaughter of people of your ethnicity in your country of origin.
Whichever way it falls, it is unlikely the ensnared person would ever have done anything beyond talk had the FBI not organized
them into action. In other cases the FBI entices people with money to participate in its fake plots.

Since 9/11, the only domestic “terrorist plot†that I recall that was not obviously organized by the FBI is the “Times Square plot†to
which Faisal Shahzad pleaded guilty to trying to set off a car bomb in Manhattan. This plot, too, is suspicious. One would think that a
real terrorist would have a real bomb, not a smoke bomb.

In his May 19, 2009 article (reprinted Nov. 27, 2010), Joe Quinn collects some of the fake plots, some of which were validated by torture

confessions and others by ignorant and fearful juries. The US government comes up with a plot, an accused, and tortures him until he confesses, or the

government fabricates a case and takes it to jurors who know that they cannot face their neighbors if they let off a media-declared “terrorist.â€

Perhaps the most obvious of these cases is “the Miami seven,†a hapless group of Christian-Zionist-Muslims that called themselves the “Sea of David†and

were quietly living in a Florida warehouse awaiting biblical end times. Along came the FBI posing as Al Qaeda and offered them $50,000 and an Al Qaeda

swearing-in ceremony.

The FBI told them that they needed to blow up the Sears Tower in Chicago and various government buildings. An honest reporter at Knight Ridder revealed:

“The Justice (sic) Department unveiled the arrests with an orchestrated series of news conferences in two cities, but the severity of the charges

compared with the seemingly amateurish nature of the group raised concerns among civil libertarians,†who noted that the group had “no weapons, no explosives.â€

The Justice (sic) Department and tamed media made a big show out of the “militaristic boots†worn by the

hapless “plotters,†but the FBI had bought the boots for them.

The biggest piece of evidence against the hapless group was that they had taken photos of “targets†in Florida, but the

US government had equipped them with cameras.

The US government even rented cars for its dupes to drive to take the pictures.

It turns out that the group only wanted the $50,000, but an American jury convicted them anyhow.

When the US government has to go to such lengths to create “terrorists†out of hapless people, an undeclared agenda is being served.

What could this agenda be?

The answer is many agendas. One agenda is to justify wars of aggression that are war crimes under the Nuremberg standard created by the

US government itself. One way to avoid war crimes charges is to create acts of terrorism that justify the naked aggressions against “terrorist countries.â€

Another agenda is to create a police state. A police state can control people who object to their impoverishment for the benefit of the

superrich much more easily than can a democracy endowed with constitutional civil liberties.

Another agenda is to get rich. Terror plots, whether real or orchestrated, have created a market for security. Dual Israeli citizen Michael Chertoff, former head of US Homeland Security, is the lobbyist who represents Rapiscan, the company that manufactures the full body porno-scanners that, following the “underwear bomber†event, are now filling up US airports. Homeland Security has announced that they are going to purchase the porno-scanners for trains, buses, subways, court houses, and sports events. How can shopping malls and roads escape? Recently on Interstate 20 west of Atlanta, trucks had to drive through a similar device.Everyone has forgotten that the underwear bomber lacked required documents and was escorted aboard the airliner by an official.

The “war on terror†provides an opportunity for a few well-connected people to become very rich. If they leave Americans with a third world police state, they will be living it up in Gstaad.

This despite the fact that everyone on the planet knows that it is not lactating mothers, children, elderly people in walkers and wheelchairs, members of Congress,

members of the military, nuns, and so on, who are members of Al Qaeda plotting to bring aboard a bomb in their underwear, their shoes, their shampoo and face creams.

Indeed, bombs aboard airliners are a rare event.

What is it really all about? Could it be that the US government needs terrorist events in order to completely destroy the US Constitution? On November 24, National Public Radio broadcast a report by Dina Temple-Raston: “Administration officials are looking at the possibility of codifying detention without trial and are awaiting legislation that is supposed to come out of Congress early next year.†Of course, the legislation will not come out of Congress. It will be written by Homeland Security and the Justice (sic) Department. The impotent Congress will merely rubber-stamp it.

The obliteration of habeas corpus, the most necessary and important protection of liberty ever institutionalized in law and governing constitution, has become necessary for the US government, because a jury might acquit an alleged or mock “terrorist†or framed person whom the US government has declared prior to the trial will be held forever in indefinite detention even if acquitted in a US court of law. The attorney general of the United States has declared that any “terrorist†that he puts on trial who is acquitted by a jury will remain in detention regardless of the verdict. Such an event would reveal the total lawlessness of American “justice.â€

The United States of America, “the city upon the hill,†“the light unto the world,†has become Nazi Germany.

DDR against ex-Patiala MP

The Ropar police has lodged a daily diary report (DDR) against a former Member of the Parliament from Patiala, Atinderpal Singh.

His name figures for distributing literature on the radical Sikh chief, Jarnail Singh Bhindranwale, in Nangal.

The area residents brought this matter into the notice of police. The police officials brought the complainants

and the alleged accused in the police station and enquired into the matter.

Ropar SSP JS Aulakh said a DDR had been lodged and the matter would be brought into the notice of

District Authority (legal) and further action would be initiated accordingly.

Meanwhile, Hindu organisations held a meeting and condemned Atinderpal’s action of

spreading message of separate Khalistan state.


SGPC president calls for worldwide protests by Sikhs

Washington D.C., known more these days as the “district of criminals†commits so many crimes each day as a collective body that a moratorium on government should be declared until we can clean this nest of globalists, these kissers of corporate butts who seem more determined to protect their own private interests than protecting our country from obliteration by global cabals.

As congress moves forward with plans to end our sovereignty, as they collude with foreign interests to take our jobs, to destroy our culture and to subject us to international laws and agreements harmful to us as a nation, we need to remember who we are. We are not globalists; we are Americans. We are not “citizens†of some new world… We are not a collection of mindlessly identified numbers and codes, biometric identifiers, or mindless sheep that don’t understand what is being done to our nation.

We are the greatest society to have ever existed. WE ARE AMERICANS.


The greatest threat America faces on a day to day basis are those who masquerade as protectors and defenders of the American people. D.C. has long since ceased to be of any value to the public although corporations and the obscenely rich find a home away from home in this ten square mile district.

We are also standing on the edge of a precipice and if we don’t stand up and collectively demand a return to, and an affirmation of, who we are and what has bound us together for more than 200 years, we will be driven over the edge into an unimaginable abyss.

As congress continues its daily deluge of anti-American legislation, its un-American activities, bear in mind that just because congress said it, doesn’t make it so. Consider this opinion of the Supreme Court:
The general misconception is that any statute passed by legislators bearing the appearance of law constitutes the law of the land. The Constitution of the United States is the supreme law of the land, and any statue, to be valid, must be in agreement. It is impossible for both the Constitution and a law violating it to be valid; one must prevail. This is succinctly stated as follows:
The general rule is that an unconstitutional statute, though having the form and name of law, is in reality no law, but is wholly void, and ineffective for any purpose; since unconstitutionality dates from the time of its enactment, and not merely from the date of the decision so branding it.
An unconstitutional law, in legal contemplation, is as inoperative as if it had never been passed. Such a statute leaves the question that it purports to settle just as it would be had the statute not been enacted.
Since an unconstitutional law is void, the general principals follow that it imposes no duties, confers no rights, creates no office, bestows no power or authority on anyone, affords no protection, and justifies no acts performed under it . . .
A void act cannot be legally consistent with a valid one.
An unconstitutional law cannot operate to supersede any existing valid law.
Indeed, insofar as a statute runs counter to the fundamental law of the land, it is superseded thereby.
No one is bound to obey an unconstitutional law and no courts are bound to enforce it.

Keep this in mind when your friends and family, or your elected officials tell you that “it’s the law, you have to." If that law is arbitrary to the constitution, if it renders you subject to illegal or unconstitutional laws and acts it is in fact, null and void. Keep this in mind when the courts rule in favor of corporate interests knowingly violating the rights and protections afforded the people as described in the Constitution. Almost without exception, every law that has been passed by one administration and congress after another in the last twenty years has substantially violated and reduced the rights of Americans.

One of the gravest mistakes made by Americans today is the mistake of assuming that because congress passed a piece of legislation and the president signed it, the violations of rights and liberties, the assaults on the American people under the guise of [national security] or other created crisis are justified or legal.

You have guaranteed rights only so long as you defend them from encroachment by the government.

Srinagar: Hurriyat Conference leader, Mirwaiz Umar Farooq on Monday said that the situation in Kashmir was ‘explosive’ and that India needs to respect the wishes and aspirations of the people in Jammu and Kashmir.
Interacting with a delegation of Swaraj Peeth Trust, a Gandhian center for nonviolence and peace, who called on him at his Nageen residence here, Mirwaiz deplored the ‘criminal silence’ observed by a vast section of Indian civil society over the grave human rights violations in Kashmir.
The Valley’s chief cleric urged the delegation to apprise the Indian public about the “explosive†situation in Kashmir.
“Being the followers of Gandhiji’s non-violent philosophy, it is your duty to inform the Indian masses about the ground situation in Kashmir and impress upon the Indian government to stop human rights violations in Kashmir and resolve the Kashmir issue according to the wishes and aspirations of people,†Mirwaiz said.

Iran-India Relations Deteriorate after Ali Khamenei's Statement on Kashmir; Article in Indian Magazine Says: 'Iran is India's New Bugbear, Repeatedly Raising the Contentious Kashmir Issue…'

In November 2010, Iran's Supreme Leader Ali Khamenei issued a message to Hajj pilgrims in which he called upon Muslims worldwide to support the Kashmiri people in India's Jammu & Kashmir state. The Muslim majority state of Jammu & Kashmir has witnessed Pakistan-backed, anti-India terrorist violence since the early 1990s, though there has been some decline in terror attacks in recent years. Khamenei's message came at a time the Kashmiri youth have been protesting against human rights violations by Indian security forces.

In his message, the Iranian leader noted that the need for solidarity with the Kashmiri people is "a great obligation" upon the Muslim ummah.[1]The annual Hajj message, which also called upon the Islamic world to support Muslims in Palestine, Afghanistan, and Iraq, has led to a deterioration in Iran's relations with India. Iran and India have traditionally been friends. However, Khamenei's message of support to Kashmiris is now being seen in New Delhi as new diplomatic posturing by Iran, probably in response to India's growing ties to the U.S.

India moved quickly to express its displeasure over the Iranian leader's statement. The Iranian charge d'affaires in New Delhi was by summoned by the Ministry of External Affairs (MEA) where the Indian government conveyed its "deep disappointment" over Khamenei's comments on Kashmir.[2] According to a report in The Times of India daily, Y. K. Sinha, the Joint Secretary in the MEA, conveyed the Indian government's sentiments to the Iranian charge d'affaires. An unidentified Indian official commented on India's response, "We have conveyed to the Iranian authorities our deep disappointment and regret that they have chosen to disregard our sensitivities and chosen to question our territorial sovereignty."[3]

Recently, a report in Outlook, a leading Indian weekly magazine, examined the deteriorating relations between New Delhi and Tehran, and attempts by the two traditional friends to create some balance in their standpoints on major international issues.

Following are excerpts from the article:[4]

"Khamenei's Tilt Against India had to be Taken Seriously; For A Country to Mention Kashmir Thrice in Five Months is Akin to Showing a Red Rag to India"

"Iran is India's new bugbear, repeatedly raising the contentious Kashmir issue in recent months, much to the embarrassment, even anger, of New Delhi. Last week, Indian diplomats winced as the Supreme Leader of Iran, Ayatollah Ali Khamenei, in his sermon on the eve of Eid Al-Adha, spoke of Kashmir in the same breath as the struggles in Palestine and Afghanistan, and gave a clarion call to the Muslim ummah to counter the insidious designs of the American-Zionist cabal.

"Implicit in Khamenei's sermon was the message that India was part of the diabolical plan, hatched by America and Israel, to colonize Islamic countries and suppress Muslims.

"Khamenei's tilt against India had to be taken seriously, for, beginning July, his Eid-ul-Fitr sermon was the third occasion Iran had chosen to mention Kashmir. Khamenei himself did it first on July 21, and then, on September 18, the Iranian foreign ministry spokesperson criticized Indian security forces for firing on Kashmiris protesting against the alleged burning of the Koran in the U.S. For a country to mention Kashmir thrice in five months is akin to showing a red rag to India.

"No wonder, [the Indian External Affairs Ministry]… summoned the Iranian charge d'affaires in Delhi and issued a demarche. India also abstained during voting on the United Nations resolution condemning alleged human rights violations in Iran. This marked a departure from New Delhi's policy of voting against the UN resolution since 2003."

"Iran has Embraced Kashmir as Part of Its Larger Endeavor to Emerge as the Leader of the Muslim World; Until 10 Years Ago, This Leadership Mantle Belonged to Saudi Arabia"

"Beyond all the sudden cut and thrust, diplomats struggled to understand Iran's decision to adopt the Kashmir cause as its own. Partly, say diplomats [in New Delhi], Iran has embraced Kashmir as part of its larger endeavor to emerge as the leader of the Muslim world. Until 10 years ago, this leadership mantle belonged to Saudi Arabia, which would periodically cite Kashmir in the course of championing various Muslim causes and struggles worldwide.

"The perils of leading the ummah, or community, became obvious to Riyadh during the 9/11 attacks – most of those who flew their planes into the World Trade Center towers were Saudi nationals. An ashamed and stung Riyadh now preferred to build its image as a liberal Islamic nation, softening its earlier strident tones and refraining from embracing every cause appearing in the Muslim firmament.

"In the space the Saudis vacated, Shi'ite Iran stepped in. America's opposition to Iran's nuclear program, the ruling party's brutal suppression of opposition protests disputing last year's election results, and President [Mahmoud] Ahmadinejad's periodic bouts of belligerence bolstered Tehran's credentials as it tried to emerge as the leader of the Muslim world.

"Inevitably, Kashmir began to creep into the rhetoric of Iranian leaders. Says Raziuddin Aquil, who teaches history in Delhi University, 'Iran now wants to fill up the space vacated by the Saudis as champion of Muslim struggles. The Saudis have been aligning more and more with the U.S. and as a result have also lost credibility among Muslims, many of whom continue to see the Americans as the main enemy.' With only Al-Qaeda and the Taliban professing to play [the role of] dissenter, Iran's quest for pan-Islamic leadership acquires legitimacy each time it highlights struggles Muslim communities are waging in different countries. "Few Deny a Creeping Mutual Distancing [Between India and Iran] on Issues Critical to Each Other"

"Others feel the growing proximity between India and the U.S. has prompted Iran's recent remarks on Kashmir. They say Iran is reacting to U.S. President Barack Obama's speech to Indian Parliament, where he sought New Delhi's help in restoring democracy and freedom in Iran and Myanmar. Former [Indian] Foreign Minister K. Natwar Singh told Outlook, 'It has to do with Obama's visit as Iran feels we are leaning too much towards the U.S. There is a definite shift in the stand of the two countries.'

"Few deny a creeping mutual distancing on issues critical to each other. For instance, Tehran seems to have come a long way from the mid-1990s, when it refused to back a Pakistan-initiated resolution at the UN on alleged human rights violations in Kashmir. Interestingly, many Western countries, including the U.S., had backed the Pakistani move. Iran played a crucial role then to ensure the resolution was defeated.

"Over the years, Tehran had consistently opposed attempts to equate the movement in Kashmir with the struggle, say, in Palestine, and publicly articulated the need to resolve the issue through negotiations between India and Pakistan.

"India, on its part, began to inch closer to the U.S. from 2000, but ensured it did not sour relations with Iran. It invited then-President Mohammed Khatami to be the chief guest during the Republic Day celebrations in 2003 [while also hosting Iranian leader Ariel Sharon in New Delhi the same year], and India and Iran also forged a strategic partnership in this decade."

"The Shift in India's Stand Came in September 2005 – [When]… It Voted with the U.S. and Other Western Countries … [on a UN] Resolution Against Iran's Controversial Nuclear Program"

"The shift in India's stand came in September 2005 – for the first time it voted with the U.S. and other Western countries in the International Atomic Energy Agency on a resolution against Iran's controversial nuclear program, which Tehran claims is for peaceful purposes but many others think otherwise. Critics pummelled New Delhi, saying its vote sought to appease the Americans, with whom India was negotiating for a nuclear deal, that India had compromised on an independent foreign policy.

"No doubt, the vote strained India's relations with Iran, but New Delhi opted for a course correction. It said Iran had a legitimate right to peaceful use of nuclear energy, but it should also fulfill its Nuclear Non-Proliferation Treaty commitments. Says a senior MEA official, 'Our reasonable stand is well respected the world over.'

"Despite hiccups in the past few years, the two countries are together engaged in joint projects that will enhance their trade and give them access to markets in Afghanistan and Central Asia. Iran also happens to be a major source for India's energy needs; India is Iran's third largest energy market. This is why [former Indian Foreign Ministry] Natwar Singh cautions, 'Iran is an important country for India. Though we should keep a close watch on the developments there, we should not overreact.'

"South Block [i.e. the MEA] also wants to play a balancing role between Iran and the West. But India can scarcely cast itself for this as long as it fails to win Iran's trust on the nuclear issue. Nor will India look at Tehran sympathetically as long as it continues to harp on Kashmir. Obviously, should India succeed in restoring peace to Kashmir, there won't be any troubled waters for Iran to fish in."
